European settlement began in 1864, and the spring was named after Frederick Howard in 1865. In 1939 the area became Darwin’s first major water‑supply source, later supplemented by Manton and Darwin River dams.
Constructed in 2012 by the Japanese energy company Inpex, Manigurr‑ma Village was designed to house up to 3,500 temporary fly‑in‑fly‑out workers for the Ichthys LNG gas plant. The facility was closed and abandoned in 2018.
From early 2020 the former accommodation site operated as a quarantine centre for Australians returning from COVID‑affected regions, initially for travelers from Wuhan and later for arrivals from Victoria, Europe, and India. The centre is run under the name Centre for National Resilience.
The 2021 census recorded a population of 3,153 residents in Howard Springs.
